It’s a bit of a misleading photo – the building you see behind is a reflection. This is the former industrial area, just north of the Grand Canal, and the statue is in a tiny garden in front of what is probably a fashion or art studio now. I didn’t see a park but it could have been the other side of the building you refer to.
