Yes it is. About £25 each if you book in advance. But you can have breakfast or lunch, or just have a drink at the bar, at Aqua for a reasonable price and enjoy the views from there for no extra. It’s not quite the same as going to the open bit at the top but a least you can chill while you enjoy the views.
