One pair of hands is never enough; the painters and sculptors of Hindu deities found this to be a problem and overcame by simpling adding extras. Apparently there is little evidence that the idea of multiple hands, and even heads, came from scripture. It seems to be more a practical issue relating to the depiction of deities; both a desire to demonstrate power and also a desire to show the nature of the deity by the objects they hold and the signs (mudra) they make.
