The first image made me recall Norman Lewis’ City Night, although the light & colours, and the feel one gets from looking at both are polar opposites.

I wonder if those shades are to stop clothes bleaching in the sun or protection from bird droppings? Maybe both?

Ha ha! Probably all of that. They live behind shades in summer, to keep cool. When you wander down a street it’s often hard to know if everyone has moved out, or they are just hiding behind shutters
