The Memorial, created by Sir Thomas Brock, was dedicated in 1911 by two of her grandsons,  George V and Wilhelm II of Germany.  It was not completed until 1924, when the final bronze statues were added.  It is a Grade I listed building.

It consists of a large statue of Queen Victoria facing north-eastwards towards The Mall. On the other sides of the monument stand bronze statues of the Angel of Justice, the Angel of Truth and Charity.
